2008年はあなたにとってどのような1年だったでしょうか。地震などの自然災害の爪あとに苦しむ人、世界経済の冷え込みにより苦しい生活を余儀なくされている人など、様々な方がいらっしゃると思います。さて、23日、AP通信が2008年に起きた世界の10大人為、人道災害を発表しました。この記事を読むと、世の中にはもっともっと辛い思いをされた人がたくさんいるんだなと断腸の思いがします。直接人道支援に出かけていくことはなかなかできません。では私たちには何ができるのか、記事を紹介する中で考えてみたいと思います。
How was the year 2008 for you? There are some people who still suffer from the scars of natural disasters, such as earthquakes. Some may experience hunger and starvation due to deteriorating world economy. On 23rd, an article from AP unveiled the top 10 humanitarian crises occurred in 2008. The article made me feel sorry that a number of people would still suffer from those catastrophes. We may not be able to get physically involved in the humanitarian aid, then what shall we do? I would think a bit about this issue through commenting on the article.

ソマリア地方で暴力の連鎖に苦しむ人々、コンゴ東部で住むところを追われた人々、ミャンマーやジンバブエで十分な医療を受けることができない人々―どれも私たちと同じヒトが受難している問題です。幸いにも戦争のない平和な世の中に生を受けた私たち日本人にとって、このような苦難を想像することは非常に困難です。ボランティアとして現地に駆けつけ、人道支援を行うことは多くの人にとって現実的ではありません。募金に協力するのもよいでしょうし、それが困難な場合は、このような問題が現に存在するのだということを知り、解決の糸口を見つけられないかと思いを馳せるだけでもよいと思います。21世紀の地球市民の一員として、私たちにできることを考えてみたいと思います。

Paris-based Medecins Sans Frontieres, also known by its English name Doctors Without Borders, began issuing the annual list in 1998 after a devastating famine in southern Sudan went largely unnoticed by the US media. The list, which does not rank the crises by order of importance, seeks to foster greater awareness of crises that may not receive adequate attention in the press.
The humanitarian group said Somalia experienced some of the worst violence in over a decade this year, aggravating problems in a country whose collapsed health system means one in 10 women die during childbirth and one in five children die before their fifth birthday.
人は概して苦しい思いを他にもっていきがちです。1日を生きるのがやっとという人々が地球上に大勢います。それはあるとき暴力という形で他に向かうベクトルとなり、負の連鎖を引き起こすかも知れません。貧しいからお金をあげようという政府の考えは浅はかです。そうではなく、いかに健康で文化的な生活を築くことができるのか、例えば次の世代を担う子供たちの教育や感染症の蔓延を防ぐための衛生の知識を共有するなどの技術支援こそ、今求められているものだと考えます。私たちはなかなか現地に入って支援を行うことは困難ですが、NGOや青年海外協力隊など、実際に現地で活動を行う人がいることに共感することはできるでしょう。その思いが発展してボランティア活動につながると考えれば、私はこれも立派な慈善活動だと思います。

人道復興支援を暴力の対象にするという非人間的な武装集団も多く存在します。以前農業指導を行っていて襲撃された日本人のニュースも耳に新しいのではないでしょうか。では米国大統領が行ったように、武装集団を強制排除すればよいのではないかいう意見もあるでしょうが、私はそれでは根本的な解決にはならないと思います。武装集団は貧困層の弱みにつけこみ、洗脳して新たなテロリストを育てます。つまり貧困国では状況が改善しない限り誰しもがテロリストとなりうるのです。したがって、世界の人々に最低限の生活を保障することこそ重要ではないでしょうか。これは資本主義を否定し共産主義を唱えるものではありません。ある程度富の再分配が必要ではないかという見地から、地球市民として幸せや苦しみを共有したいと願うものです。一人でできることには限界があります。そこで、より多くの人が上述の問題に関心を持ち、解決策を模索する姿勢を持つことができれば、いつかはきっと世界平和が訪れるのではないでしょうか。

7月に大学を卒業して以降、ボランティア活動を通じて人の在り方について考えてきました。上にあるような問題に直接リンクすることはありませんが、困っている人に手を差し伸べるという基本姿勢だけは学ぶことができたと自負できる2008年でした。もちろん、まだ結論に達したわけではなく、ここに書くことはごく一部に過ぎません。皆さんはこれらの問題とどう向き合い、どのような行動を起こしてきたか、私にヒントをください。2009年は私にとって社会人となる節目の年です。名実ともに社会の一員となれるよう、私にできることを実践したいと思います。
